Service and Space Priorities – Final Report
In June 2013, Newbury Library initiated dialog with consultants who were interested in providing
services for this contract, and, in July 2013, Newbury Library executed a contract with Stephen Spohn,
an independent library consultant with a background in library strategic planning and experience
with small and rural libraries.
Newbury Library sought a plan that would outline service and space priorities – both short and long
term – that would best serve the Newbury community. To achieve that goal, Newbury Library
arranged for the consultant to meet with a variety of stakeholders and to observe library operations.
This report is based on meetings with the library board, library staff, friends of the library,
community leaders and community members. (A list of interviews and focus groups with external
stakeholders follows in this report.)
